Noetic Rules installs once and works across Claude Code, Codex and OpenCode. It gates on evidence: code edited with no passing check since, secrets written into tracked files, tests removed or skipped.
A project's written instructions are compiled into a rubric that a small judge model checks edits against. There are no retry caps. When a finding would steer the agent a second time, the judge decides whether it is real or a loop, and fails open when unsure.
